Jimmy Carter recent visit to Nepal

The former president's aimed to "encourage Nepal's political leaders to continue on the path to peace as they prepare to hold constituent assembly elections later in 2007." During his visit Carter met with Nepalese Prime Minister Girija Prasad Koirala and Maoist leader Prachanda as well as Pasang Sherpa the president of the Nepal Federation of Indigenous Nationalities. The former president separate meetings with election commission officials, political leaders and representatives of civil society organizations and marginalized groups
It is said that he would urge Washington to start talking to the Maoists. If Carter has such close ties with the American Administration, why US ambassador James F Moriarty was nowhere to be seen during his entire visit.
James F Moriarty is known more criticizer in Nepali politics than as a diplomatic person. Carter, the 39th president of the US - from 1977 to 1981 - and the Nobel Peace laureate of 2002, leads a delegation that includes a former ambassador to Nepal.
